The narrative presents the Spanish governor's weakening command as personal rivalries, notably with a high-ranking colleague, undermine authority and provoke a grotesque royal proclamation that fails to restore loyalty. Mutiny among Spanish troops and the determined resistance of a northern city produce a protracted siege, during which defenders repulse repeated assaults, order deliberate inundations, and benefit when intercepted envoy despatches reach enemy hands, forcing the siege to be abandoned. Concurrent diplomacy with France and England, secret alliances, and naval skirmishes complicate the conflict, while episodes of cruelty, financial deception, and political isolation culminate in the governor's dismissal and the arrival of a new viceroy.
